The aim was to review key drivers of change in the policy environment and seek to relate the implications to rural development and sustainable livelihoods in Eastern Africa, and discuss the possible implications for SIDA's rural development initiatives.

MDGs and the PRSP process, Institutional Dimensions, Financial Resource Allocation, The role of the state in agricultural development, Social protection, Rural Infrastucture and Establishing Options and Priorities for SIDA.
