Sixth input of the Skills Transfer Advisor for the 'Support to Strategic Planning for Sustainable Rural Livelihoods in Afghanistan' (SSPSRL) project

The purpose of SSPSRL Project is to strengthen the capacity of the Afghan Government institutions concerned with agriculture and rural development to formulate good policies and strategies. This will contribute to the goal of more effective rural development, promoting sustainable improvements in the livelihoods of rural Afghans.
The project will operate within the framework of the Afghan National Development Framework and two of its major National Development Programmes, which address Livelihoods and Social Protection (LSP) and Natural Resource Management (NRM).

The project addresses problems of weak absorptive capacity of both the Ministry of Rural Rehabilitation and Development (MRRD) and the Ministry of Agriculture and Animal Husbandry and Food (MAAHF), to utilise and co-ordinate the resources and technical assistance provided by donors in the context of LSP and NRM. This results in money allocated not being spent, or being spent in the best way. Currently gaps in Government staffs technical expertise are often plugged with international TA using multi - or bilateral funding assistance.

The purpose of the IMA International input was to assess the training needs of four counterpart staff in MRRD and MAAHF in order to develop their capacity to supervise programmes and contribute to rural development polices. This required detailed consultations with numerous stakeholders in order to ensure that the final skills development programme exploited the strengths of MRRD and MAAHF and targeted areas of need related to the current work programmes in both ministries.

Mr Trevor Nott, the Skills Transfer Advisor to the SSPSRL, visited Afghanistan for three weeks in October. The main purpose of this input was to focus on the Learning Needs Assessment (LNA) process in the Capacity Development Department of the Ministry of Rural Rehabilitation and Rural Development (MRRD) and to identify future activities for the recently trained MRRD and Ministry of Agriculture & Animal Husbandry & Food (MAAHF) trainers. During the visit the final LNA pilot process was agreed, pilot provinces identified and responsibility delegated to the provincial chief administrative manager. Also, training was provided to provincial staff on how to complete the LNA and a schedule was developed for completing the LNA process including the date for feedback workshop in Kabul. Other activities included reviewing progress with the newly trained MRRD trainers and identifying the next steps and key milestones.
