Results-based ME course for Spanish officials working with the UN

Our RBME course was successfully delivered in Madrid to a group of Spanish officials, working as Special Assistants to the Resident Coordinators of the UN in different countries (Senegal, Sudan, Angola, Cape Verde, Uruguay, Cuba, El Salvador, China, Bosnia Herzegovina, and the AECID secretariat at UN HQ New York). They form a key part of Spain's assistance to UN reform (One UN). It was run by Laurence Sewell, an experienced international consultant in the design and implementation of monitoring and evaluation systems.

The course provides a clear, step-by-step approach for those seeking either to introduce an organisation wide approach to M&E for the first time, or to overhaul and re-focus their current systems. Participants were taken through a series of broad principles that apply to RBME and shown through practical case work and examples how the application of principles could be applied in different contexts - M&E in joint programming, SWAPs and national strategic planning.

 It looked at the issues in the context of participants' co-ordination responsibilities (One UN) and various templates and issues for reporting on M&E and the attribution issues of outcomes to impacts of delivering development assistance. Group work was an integral part of the course that brought out practical issues that were related to the working challenges for the participants.

The course provided a forum for lively debate and discussion on improving accountability and measurability of aid development initiatives, and demonstrated the relevance of RBM&E in relation to the country UNDAF (UN Development Assistance Framework). There was high participant satisfaction with the way the week proceeded and the value and learning they took from the course. It demonstrated the value of IMA structured courses that have the flexibility to meet the needs of specific target groups with different levels of skills and know-how.
