Overall aim: SPC has requested the German agency GTZ to assist in the development of an M&E system that will help shape the strategy and aid its implementation. GTZ, in turn, requested IMA help run an introductory course on M&E for the 20 representatives from the different Ministries who would be most centrally involved.
Outline of the programme:
Initial internal literature search and review by consultant.
A 3-day course was held outsided Damascus covering:
- Overview of water sector
- Introduction to development and M&E
- Problem trees
- Stakeholder analysis
- Logical framework
- Indicator design
- Data collection methods
- Baselines and impact assessment
- Reporting and presentation
- Review of sector vision and future support process
