After a year of the completion of the project the present impact assessment has been commissioned in order to observe if following the project, the Turkish judicial system has become more efficient and capable of absorbing as well as consistently implementing reform. In particular, it seemed necessary to observe any reduction in the number of Turkish cases filed in the ECtHR. As a consequence of the project, the Ministry of Justice now has a capacity to provide in-house training on Human Rights, using the methodology, curricula, tools and core group of 225 trainers. There is a need to follow-up on this, in order to observe how effectively these trainers are allocated to other training projects.
