IMA International Monitoring and Evaluation Consultant Anthea Dickie writes from Nigeria

The Support to Reforming Institutions Programme (SRIP), funded by the European Commission, began in November 2005 and covers a period of some five years. The objective of the programme is to improve public service delivery through the more efficient and transparent management of public finances in six target states. To achieve this,the programme works firstly with civil society organisations, improving their ability to access information, make inputs and monitor the implementation of the budget (the ‘demand’ side), and secondly with state authorities, to improve their capacity to plan, present and implement policy-driven budgets (the ‘supply’ side). The programme is managed by a central Project Management Unit (PMU) based in Abuja and by State Technical Units (STUs) in six target states. As part of the PMU the Monitoring Adviser's main role is to strengthen the Monitoring and Evaluation capacities of the states, ensuring coherence in monitoring and data collection and compiling and disseminating annual monitoring reports. In the early months of the programme, most of the Monitoring Advisor's time has been focused on identifying and promoting relationships with stakeholders, refining programme planning and supporting the work of the national SEEDS (State Economic Empowerment and Development Strategy) Secretariat in monitoring improvements in state governance through an annual voluntary Benchmarking exercise. These Benchmarking indicators will be included in the SRIP M&E system.
