Conference Facilitation, Analysis and Assessment of Watsan|Shelter Cluster|Coordination Efforts at Reconstruction in Aceh

In response to the devastating tsunami of 26 December 2004, the ARC and IOM built over 2,000 transitional and permanent shelter/housing units in Aceh. As construction transitioned from temporary to permanent housing, closer coordination between the Water and Sanitation and Shelter sectors was necessary to ensure proper participatory infrastructure planning. In practice, coordination between the different organizations handling shelter construction and infrastructure was difficult in the post-emergency environment.

The purpose of this IMA consultancy was to facilitate a mini-conference, conduct desk research and peronal interviews in order to develop a document outlining lessons learned, best practices and recommendations for future Shelter and Watsan coordination efforts in the reconstruction period following similar large scale and complex disasters.
